It is a legal requirement to notify your Passport Issuing Organisation (PIO) of changes to the information in the passport. 

If this has not been done you should ask the current owner of the equine why they haven’t updated their information with the issuing PIO. You can also ask them to do
this and you will be able to check if it has been done using the Free National ChipChecker
